Cape Town – President Cyril Ramaphosa’s recent Cabinet reshuffle has drawn criticism over the redeployment of former Justice Minister Thembi Simelane to the Human Settlements Department.
Simelane’s reassignment follows allegations of her involvement in a controversial R575,600 loan linked to the VBS Mutual Bank scandal during her tenure as Polokwane mayor.
Critics, including the Council for the Advancement of the South African Constitution (Casac) and opposition parties, argue her continued presence in the Cabinet undermines accountability.
Speaking during an interview with eNCA, Casac Executive Director Lawson Naidoo emphasised that Simelane’s prior role as head of the Justice and Constitutional Development portfolio created conflicts of interest, given ongoing investigations.
While her removal from the Justice Ministry was seen as necessary, Naidoo insisted Ramaphosa must explain why she was not dismissed entirely.

“The minister was compromised because as the Minister of Justice she is the head of the JCPS (Justice, Crime Prevention and Security) cluster. She is in effect in terms of the Constitution, the final responsibility for the NPA (National Prosecuting Authority) resides with her.
“Therefore, it would be inherently conflicted if these investigations are being pursued by the law enforcement agencies and may result in the NPA needing to take a decision to charge her. So, it’s totally appropriate she is no longer the Minister of Justice,” Naidoo said.
He added: “I think the president owes the nation an explanation as to why he made the move that he did rather than removing her from Cabinet altogether.”
Simelane denies wrongdoing, claiming transparency in the loan’s repayment.
