Cape Town — Acting Parliament Speaker, Lesecha Tsenoli, has welcomed the Democratic Alliance’s request for a motion of no-confidence against National Assembly Speaker, Nosivwe Mapisa-Nqakula.
Gwarube received a response from Tsenoli to grant the motion of no-confidence against Mapisa-Nqakula, in accordance with rule 28 in section 54 (2) of the Constitution.
“Please be advised that I have accepted your motion as being substantively in order, except for your minor technical adjustments which the National Assembly Table will indicate to you for your consideration” Tsenoli responded to Gwarube.
“In accordance with rule 28(5), I will embark on the required consultation with the Chief Whip of the Majority Party” Tsenoli concluded.
The Acting Speaker, Tsenoli has granted my request for a Motion of No Confidence in NA Speaker, Nosiviwe Mapisa – Nqakula.
Mapisa- Nqakula’s refusal to resign leaves us no choice but to bring a MONC against her.

According to The Citizen, parliament confirmed that Tsenoli wrote to Gwarube advising her of his decision to accept her proposed motion as “being substantively in order”.
“In line with the rules of the assembly, the acting speaker must give an approved motion under this rule due priority. Before scheduling it, he is also required to consult with the chief whip of the majority party as required by rule 28(5).”
“A motion for the removal of the speaker from office must comply, to the satisfaction of the deputy speaker, with the prescripts of any relevant law or rules and orders of the house, including directives and guidelines approved by the rules committee.” Parliament said.
The date of no-confidence motion will be announced once the consultation with African National Congress (ANC) chief whip Pemmy Majodina has taken place.
