Cape Town – The former chairperson of the University of Johannesburg (UJ) council, Professor Roy David Marcus, has been arrested by the Hawks on charges of collusion involving over R14 million.
According to The Citizen, he surrendered to the Directorate for Priority Crime Investigation (DPCI) on Friday and is accused of conspiring with his accomplices, the vice chancellor of finance Andries van Schoor and Andreas Spilhaus, a director at Clarify Investment Corporation.
The report quoted the Hawks spokesperson, Colonel Katlego Mogale, as saying that they allegedly submitted invoices to the university for services that were never provided.
“However, the money was approved and paid by one of the accomplices without proper procurement procedures being followed to appoint the three companies involved,” Mogale said.
Allegedly, one of the accomplices authorised and disbursed the funds without adhering to proper procurement procedures for the three companies in question, Sunday World reported.
Marcus, it is claimed, served as the director of these companies, which were granted contracts without going through the appropriate channels. Additionally, he held the position of chairperson at UJ.
A statement quoted by the report asserts: “Marcus lacked the necessary delegation or authority to approve such payments, thereby violating the University of Johannesburg’s code of conduct.”
