Cape Town – The Cabinet has expressed strong opposition to the draft Western Cape Provincial Powers Bill, which aims to transfer control of police, trade, and public transport from the national government to the provincial government.
Minister in the Presidency, Khumbudzo Ntshavheni, criticised the bill for undermining the democratic principles of a unified South Africa.
This is the second time in a month that the Western Cape government has been accused of operating independently from the national government.

In the recent taxi strike, the Department of Transport accused the City of Cape Town of formulating an unconstitutional by-law.
Ntshavheni asserted that the Western Cape Provincial Powers Bill takes precedence over the nation’s Constitution.
She said that there is only one South Africa and pledged to guide the Western Cape government toward a unified approach.
“I have continually said from this podium that we will guide the Western Cape government until it gets through to them that there is one South Africa. There will never be two South Africas,”Ntshavheni said.
