Cape Town – Gwede Mantashe, the national chairperson of the African National Congress (ANC), expressed concern about the state of South Africa, describing it as a “passive democracy”.
He made this statement during the party’s review of its 2019 manifesto in the Eastern Cape.
The Eastern Cape faces challenges such as poverty, high unemployment, and inadequate service delivery.

Mantashe criticised the ANC’s historical mistake of fostering a passive citizenry that relies on the government for everything, contributing to the country’s current problems.
“One of the mistakes we have committed over the years is creating a passive society, people who cannot do anything for themselves. People who sit and wait for service delivery.
“‘Government should be doing this and that’ that’s why we are in trouble now, EWN quoted him as saying.
